The United States Air Force had a continuing requirement to maintain adequate supplies of ammunition and explosives within the Republic of Korea(ROK) to support wartime and contingency operational plans. Since capabilities were limited on USAF-controlled installations, the US obtained additional storage capabilities through a concept known as MAGNUM (Munitions Storage Activities Gained by Negotiations of USAF/ROKAF Memorandum). MAGNUMs were a concept unique to Korea, where USAF-titled munitions were stored at facilities which were owned, operated, and protected by the ROKAF. Accordingly, the USAF had very little control over the storage of munitions within these areas and no authority to enforce the maintenance of Q-D clear zones. As a result of encroachment by the Korean civilians into the explosive clear zones, there were large numbers of exposures around the MAGNUMs. There was a permanent exemption from US DoD Q-D standards for off-installation and ROK exposures created by storage of USAF munitions at MAGNUM locations. This exemption applied for all off-installation and ROK violations created by the originally sited net explosives weight (NEW) of storage structures located at the Osan, Kunsan, Suwon, Kwang Ju, Sachon, Taegu, and Cheong Ju MAGNUMs

Operation Linebacker II: The North Vietnamese walked out of negotiations on December 13th 1972. President Nixon ordered a virtual non-stop bombing campaign against transportation and military infrastructure to try and bring an end to the war. For the first time targets in and around Hanoi and Haiphong would be attacked by the B-52s. Linebacker II started on December 18 and ended on the 29th and came to be known as the "eleven days of Christmas". This heavy bombing was not indiscriminate "carpet bombing"; each B-52 made it's bombing run against a specifc target. B-52s flew a total of 729 sorties and dropped 15,000 tons of bombs; losing 15 of their own planes. Over 1,600 military structures were hit and 10 airfields put out of operation. About three million gallons of oil and fuel were torched. North Vietnam's railway network had been severed in more than 500 places.

On January 1 1973 North Vietnam indicated that it was ready to resume high level talks.
22 days later a cease-fire was implemented effectively ending the long war for the Uniited States.

On a single day, the 26th of December 1972, the air war over North Vietnam was decided; 120 x B-52’s and an additional 100 other bombers hit a variety of targets in the Hanoi area, all within the span of 15 minutes.

Here is the meaning of the patches:

I've never seen a One-O-Wonder patch with tools. My guess is that it is not an official Air Force patch or it was a mistake made when manufacturing One-O-Wonder patches."

"By the way, I’ll add to your confusion.............During the RVN era, the One-O-Wonder pilots, RIOs and flight crews (mechanics) wore similar patches with One-O-Wonder on them, both with the wings (pilots, RIO’s) and the tools (flight crews).  Flight Surgeons or any other staff positions never wore these patches.  As the war progressed and for the fun of it, pilots started wearing the Witch Doctor patch, RIOs the Scope Wizard patch, and the flight crews the Medicine Man patch.  Just variations off the original One-O-Wonder patches."

In early 1973, Sperry received a contract to convert obsolete General Dynamics F-102A Delta Dagger interceptors to unmanned target drones under the Pave Deuce program. The first two prototype examples had provision for manned operation, and were designated QF-102A. The "production" conversion, designated PQM-102A, could be flown only unmanned. The first flight of a PQM-102A occurred in August 1974, and the target drone became operational in October that year.

The PQM-102A was a supersonic full-scale target powered by a Pratt & Whitney J57 afterburning turbojet. A new FCSS (Flight Control Stabilization System) was installed to allow autonomous flight. For remote control, the aircraft was equipped with a radio command guidance and telemetry system. In flight, the PQM-102A was tracked via an AN/FPS-16 range radar, and during runway take-off and landing it was controlled by a pilot in the ground control station. Some of the electronics occupied the cockpit, which was the reason why the PQM-102A could not fly manned. Mission equipment included sophisticated scoring camera systems to evaluate missile approach angle and miss distance. A visual augmentation (smoke) system was also provided, but IR and radar augmentation was not necessary for a full-scale target.

The later PQM-102B had improved systems and added a low-altitude mode (for altitudes down to 60 m (200 ft)), for which a radar altimeter was installed. By relocating the electronics, the cockpit of the PQM-102B could reportedly be kept free for optional manned operation.
When the conversions were completed in 1982, more than 200 F-102As had been converted into PQM-102A and PQM-102B targets. They were used for evaluation of and training with many operational U.S. surface-to-air and air-to-air missiles, including the: AIM-7 Sparrow, AIM-9 Sidewinder, FIM-92 Stinger, & MIM-104 Patriot. The last PQM-102 was expended in 1985, and the type was succeeded by the North American/Sperry QF-100.

Mu Gia Pass (Vietnamese "Deo Mugia"), a mountain pass in the Annamese Cordillera (Chaîne Annamitique)
between North Vietnam and Laos, 55 miles northwest of Dong Hoi, North Vietnam.
Through the Mu Gia Pass is the road from Tan Ap, North Vietnam to Muang Khammouan (Thakhek), Laos on the Mekong River. This strategic pass was the principal entry point to the Ho Chi Minh Trail.
